Circular Economy Task Group Launch

The Romania Green Building Council announces the launch of their "Circular Economy Task Group" to progress the steps necessary for the Romanian construction and real estate industry to transition to an approach that protects scarce resources and creates economic and social opportunity without constraint.

The first meeting will occur at 3pm on 15 February in Bucharest at the RoGBC office and via webcast.
 
 
Local legislation and European Directives such as the  Waste Framework Directive (2008/98/EC) require significant recovery and recycling measures to the
RoGBC Circular Economy for Buildings course taught by Steven Beckers in Bucharest
construction process. By 2020, builders must, for example, divert at least 70% of construction and demolition waste from landfills. OUG 68/2016 establishes progressive rates such as a minimum 30% from the quantity of waste generated from the construction activities in 2017;  minimum 45% in 2018;  minimum 55% for 2019 and minimum 70% for the waste generated of the 2020 construction activities. European strategies toward a Circular Economy propose actions and incentives for Member States to move quickly in this direction.
 
RoGBC is currently participating in numerous actions supporting a Circular Economy through advocating for property tax reductions for buildings that achieve deep green performance targets, its Green Homes & Green Mortgage program, and involvement in three European Commission-supported  projects addressing waste and construction materials assessment and improvement.    
 
These projects include:

UrbanWINS  a European project funded by the Research and Innovation Program
Horizon 2020  studying how cities consume resources and products, and how they eliminate the waste produced, to develop and test innovative plans and solutions aimed at improving waste prevention and management. These strategic plans will be tested in eight pilot cities within six European countries - Austria, Italy, Portugal, Romania, Sweden and Spain.

BUILD UPON a European project funded by the Research and Innovation Program Horizon 2020 that includes Green Building Councils across Europe  
working with government, academics, NGOs, industry and citizens to improve the design and implementation of National Renovation Strategies.   RoGBC organized  a collaborative set of recommendations inthe Declaration in 10 Points; with recommendation #7 being: 
 
"The strategy must protect Romania's fragile nature and natural resources through sustainable construction practices and a "circular economy" approaches that disconnect economic growth from destruction and scarcity."

OERCO2 a study of the methodology for calculation of CO2 of constructive processes and analysis of life cycle.  This project was just launched where RoGBC will be coordinating interactions with industry, academia and government to gather information and develop recommendations. Interested persons can begin by taking this survey.

The task group will meet regularly and is open to the participation of all stakeholders,  invited experts, expert groups, and members of the Romania Green Building Council. 
 
Some specific actions of the group include:
  • participation in international events related to the buildings industry including a visit to Circular Valley to see a Circular Economy incubator and Cradle2Cradle inspired Real Estate Development in action.
  • provision of industry, NGO and government feedback into upcoming European and National legislation and other initiatives
  • planning for other actions to help Romania transition to a Circular Economy
  • Knowledge exchange through the participation in the "Online Agoras" as part of the European Commission-supported UrbanWINS project.
  • Establish collaboration between industry and Romania's leading universities and research institutions to further understanding and progress toward a Circular Economy.
