- Urban Wins | Romania Green Building Council
URBAN WINS A virtual space for debates dedicated to waste management UrbanWins was a project funded by the Horizon 2020 Research and Innovation Program, which studied how cities consume resources and products, and how they eliminate the waste produced, in order to develop and test innovative plans and solutions aimed at improving waste prevention and management. These strategic plans were tested in eight pilot cities across six European countries: Austria, Italy, Portugal, Romania, Sweden, and Spain. Launched in June 2016, the project analyzed current strategies for waste prevention and management in a total of 24 cities and assessed how they contribute to resilience and resource efficiency. The project followed the urban metabolism approach, considering cities as living organisms that use natural resources and create flows of materials and energies. The results were used to define objectives and indicators of the Strategic Plans for Waste Prevention and Management in the eight pilot cities: Cremona, Torino, and two cities within the Metropolitan City of Rome (Italy); Bucharest (Romania); Leiria (Portugal); and Manresa and Sabadell (Spain). A key part of the project was the active participation of citizens, governments, organizations, suppliers, research institutes, and educational centers through physical and online agoras in the eight pilot cities, where participants could share opinions, discuss ideas, and plan solutions. The participatory approach was an added value of UrbanWINS, as the vision of all relevant players for waste production and management at the urban level was taken into account to co-develop new strategies and co-test innovative solutions. Recommendations and tools were transferable to other urban contexts. The final outcome of the project was a toolkit for participatory and science-based decision-making and planning for waste management that can be applied by any public authority across Europe. UrbanWINS aimed to shift to more sustainable consumption and production patterns and to enhance better waste management to improve urban quality and citizens’ welfare. The three-year project was coordinated by the Municipality of Cremona, Italy, in partnership with 26 partners including cities, NGOs, and companies. In Romania, the partnership included the Municipality of Bucharest, the Romania Green Building Council (RoGBC), the ECOTECA Association, ECOTIC, Global Innovation Solution, and the ENVIRON Association. RoGBC’s specific role in the project included providing expertise on tools to engage the construction industry to reduce waste and create circular economy solutions. Additionally, RoGBC facilitated the launch and development of the “online agoras” to engage the target audience in the participative process, increase participant commitment and involvement in decisions and actions, and communicate the results to all stakeholders. BUILD UPON International collaboration for the sustainable renovation of the fund built in Europe. RoGBC 10-Point Statement for the Romanian authorities THE ROMANIAN COUNCIL FOR GREEN BUILDINGS ORGANIZED THE NATIONAL CONFERENCE "EXCHANGE ROMANIA WITH BUILD UPON! WHERE IT WILL PRESENT THE CONCLUSIONS AND RECOMMENDATIONS FOR ROMANIA'S NATIONAL RENEWAL STRATEGY. We traveled over 4000 kilometers and organized 10 public consultation sessions in Cluj, Iași, Galați, Brașov, Craiova, Timișoara, and Bucharest, where we engaged with over 400 people of all ages, social, and professional categories in the co-creation and support of the implementation of Romania's National Renovation Strategy. The objective of these consultation sessions was to facilitate dialogue among all stakeholders and hold them accountable in transforming Romania's building stock, both public and private, into one that is energy-efficient and sustainable. Context: We spend almost 80% of our time in buildings, whether at work, home, shopping, or in public institutions. The safety and health of buildings have a significant impact on the population. As a member of the United Nations and the European Union, Romania must strive to limit global warming to 2°C by the end of the century, in accordance with the COP21 agreement in Paris. Buildings account for 40% of energy consumption and 36% of CO2 emissions in Europe. Participants: The event will be attended by representatives of the government, local administration, companies and financial institutions, non-governmental organizations, students, teachers and researchers, tenants and tenant associations, as well as media representatives. The European Energy Award has reached Central and Eastern Europe Where Change Happens... We all love our cities. We all want them to be the greenest, most ecological, and most sustainable places to live and work in Europe. But what is truly necessary to navigate the very different attitudes, opinions, and interests when tough decisions need to be made? Undoubtedly, it takes a lot of effort. And our local authorities need help—both from experts and from us, the citizens. They need a system, and they need support. Then, they also need recognition. The European Energy Award meets all these criteria—it provides municipalities with the methods, tools, expertise, and motivation to implement change. Because change happens at the local level. The EXCITE project Main Objective: To support the implementation of improved municipal energy management systems in Central and Eastern European countries. Approach: Application of the European Energy Award (EEA) methodology. Scope: At least 15 pilot cities in Bulgaria, North Macedonia, Romania, Slovakia, and Ukraine. Goal: To stimulate the implementation of local energy and climate plans by attracting private investors, promoting public entrepreneurship, and successfully leveraging limited public resources. SMARTER Finance For Families Improving the well-being of European citizens by providing opportunities for the financial and construction sectors to create green housing. Green financing is an important and developing trend aimed at increasing investment in environmentally and socially responsible projects while reducing the financial risk associated with loans for these projects. This concept creates a huge opportunity to positively transform the health and environmental performance, quality, comfort, and financial viability of new and existing homes in Europe. SMARTER Finance for Families is a European Horizon 2020 project that aims to implement a series of ambitious and practical Green Homes & Green Mortgage programs in 12 European countries, with the participation and collaboration of 17 experts in green building, sustainable energy, research, and other organizations. Organizations from Belgium, Bosnia and Herzegovina, Bulgaria, the Czech Republic, Denmark, Georgia, Greece, Ireland, Italy, Poland, Romania, Slovakia, Turkey, and Ukraine are participating in this complex project. The project uses comprehensive certifications for Green Homes to evaluate and recognize top-performing residential projects that incorporate sustainable construction principles. Evidence from financial and technical modeling has shown that investments in energy efficiency and other green building attributes for homes: Improves the quality of housing Reduces the total monthly cost of ownership for the homeowner Helps increase sales prices for the project developer/investor Substantially reduce the financial risk for the financial institution offering the mortgage The existing program includes over 44 projects, representing 10,000 certified or in-process housing units. “Through the SMARTER Finance for Families project, we bring an innovative and systemic solution to a systemic problem. MULTICARE Project Project MULTICARE is a visionary initiative aimed at revolutionizing the resilience of existing buildings. In this project, buildings are conceived not merely as bricks and mortar, but as dynamic ecosystems capable of meeting any challenge. The goal is to achieve this in a cost-effective, timely, and environmentally sustainable manner. The project also addresses the impact of climate change on structures, including earthquakes, floods that challenge foundations, and heat waves that stress building capacities. Resilience in the MULTICARE project encompasses technical, social, economic, and environmental dimensions. It aims to develop solutions that are not only technically robust but also socially and economically viable, with minimal environmental impact. The project focuses on three main solutions: 1. The digital solution: Developing digital platforms and services to enhance multi-hazard resilience assessment and design. Implementing interoperable digital solutions for real-time monitoring, well-being improvement, and resilience management. Establishing a decision support framework to quantify multi-hazard resilience of buildings and potential losses from extreme events. 2. Innovative study on the life cycle analysis of construction materials Romania Green Building Council was part of the Open Educational Resource (OERCO2) project alongside Transilvania University of Brașov and partners from Italy, Spain, and Portugal, under the coordination of the University of Seville. The project spanned two years and was funded through the European Union's ERASMUS+ Program. The project's goal was to create an "open source" evaluation system for analyzing the life cycle of materials. The system includes data on calculating CO2 emissions for each phase of a construction project, allowing anyone to evaluate the environmental impact of a building, including its carbon footprint, and to make informed decisions about the materials used in the design and execution of a construction project. The evaluation system is available on an online platform with free access (https://co2tool.oerco2.eu/ro-RO ), which also helps raise awareness about CO2 emissions and climate change among construction professionals, academics, researchers, students, public administration, and citizens. OERCO2 aims not only to raise awareness but also to ensure that all entities involved in the construction sector become aware of the impact of CO2 emissions—from the extraction of raw materials for construction to the demolition or deconstruction of buildings—taking into account the life cycle of materials and construction technologies. It is crucial to consider CO2 emissions from the earliest phases of construction, when decisions are made regarding the materials used, their transportation, implementation technologies, and how the building will be used throughout its life. This approach successfully contributes to reducing CO2 emissions in the construction sector. DETAILS
